Europa, año 2019. Fumar es ilegal y conlleva la Pena de Muerte. El Regimiento de Inteligencia del Aire, armado con pistolas de agua, persigue a los militantes de la Cooperativa de Fumadores del Metro, que desafían la ley y encienden sus cigarrillos en lugares públicos sembrando el terror y el pánico absolutos.
